ALBANY, N.Y. (NEXSTAR) – Legislators in New York have introduced a bill aimed at prohibiting the weaponization of robots and drones. During their announcement, they convened a press briefing at the State Capitol featuring Spot, a Boston Dynamics robot resembling a four-legged canine.

Would ban the creation, alteration, sale, transfer, outfitting, or operation of drones—referred to as “unmanned aircraft”—equipped with weaponry such as guns, tasers, automatic rifles, chemicals, impact projectiles, lasers, flame throwers, and bombs.
This legislation prohibits employing any devices—including those that obey directives or utilize automated sensors, information, or machine learning—to cause harm or engage in harassment to an individual. Individuals found guilty of mounting weaponry on robotic systems or drones could incur fines ranging from $25,000 to $100,000. Under this law, victims targeted by armed robots have the right to file lawsuits. Additionally, the bill empowers the Attorney General to initiate legal proceedings as necessary.
Nevertheless, certain robots designed for law enforcement duties still have exemptions within the bill. “These activities ensure public safety and are carried out by seasoned professionals,” explained Brendan Schulman, the Vice President of Policy and Government Relations at Boston Dynamics. He operated as Spot’s handler during Wednesday’s press briefing. “This is precisely why these operations fall beyond the purview of this legislation.”
Companies involved in defense industries collaborating with the military and those conducting tests on new robotic safety protocols would not be affected by this prohibition. Additionally, explosive ordnance disposal units could continue using armed drones for exercises, dismantling explosives, and crisis situations. Police departments retain permission to utilize these devices on personal properties or for monitoring purposes provided they obtain proper authorization. Furthermore, authorities will be required to disclose information regarding their employment of such robotic systems.
